Beals Road Bridge

The Beals Road Bridge project, constructed by Neil H. Daniels, Inc., is substantially complete. Remaining work includes roadway striping prior to September 16, 2026, and replacement of several plantings that did not survive.

Greenfield Parkway Bridge

The Greenfield Parkway Bridge project is substantially complete. Additional pavement work is scheduled for September 2026 to address issues associated with clay material beneath the roadway base. Final wearing-course pavement will also be installed from Sentry Drive to Liberty Hill Road.

Old Bedford Road Sidewalk Project

The Old Bedford Road sidewalk project has been submitted to the New Hampshire Department of Transportation (NHDOT) for final design review, including review of two minor easements that will need to be acquired from abutting property owners.

Following NHDOT approval, the Town will begin the easement acquisition process and anticipates bidding the project in fall 2026.

The Town has also added pavement rehabilitation along the affected northbound lane of Old Bedford Road due to existing delamination and cracking, particularly near the Route 101 intersection.

NHDOT has agreed to fund 80% of the cost to mill and repave one lane of the approximately 0.76-mile project area. At current estimated prices, this represents approximately $60,400 in additional State funding.

The overall project budget is $670,000. Bedford's 20% local match includes $100,000 in developer fair-share contributions and $34,000 in Local Roads funding.

Nashua Road Bridge

Design work is underway for the Nashua Road Bridge project, which has been selected by NHDOT as a 10-Year Transportation Improvement Plan project.

Funding committed toward the design effort includes $120,461 from the 2025 Local Roads Program and $140,000 from the 2026 Local Roads Program. An additional $140,000 is anticipated from the 2027 Local Roads Program, followed by $100,000 from 2028 Local Roads funding.

Bedford will be responsible for 20% of eligible project costs, with the remaining 80% funded through NHDOT.

2026 Local Roads Program

Continental Paving, Inc. is the Town's 2026 roadway reconstruction and repaving contractor.

Adams Green and Bailey's Green

Adams Green and Bailey's Green were reclaimed on May 11 and paved with binder course on May 14. Final wearing-course pavement may be installed in fall 2026 or early 2027 depending on observed settlement.

Camelot Drive

Camelot Drive was reclaimed May 12–14 and binder paved May 15 and May 20. Because underground pipe work was completed in 2025 and allowed to settle over the winter, final paving is anticipated in fall 2026.

Liberty Hill Road

Cross-pipe replacements began in late June and continued into July. The roadway was reclaimed in mid-July.

The originally proposed asphalt injection treatment was removed from the project following contractor scheduling issues and further evaluation. The roadway will instead be reconstructed using a conventional reclaim-and-repave process.

Binder pavement is planned for 2026, with the roadway allowed to settle over the winter before final paving in 2027.

A neighborhood meeting regarding the reconstruction of Liberty Hill Road between Smith Road and the Merrimack town line was held June 18, with approximately eight residents in attendance.

West Drive, Tiffany Lane, and Seton Drive

Work on West Drive, Tiffany Lane, and Seton Drive is ongoing throughout August 2026.

Tinker Road

Reconstruction of Tinker Road is anticipated to begin in late August or early September.

Additional Roads

If funding remains available, the Town intends to continue the 2026 program with:

• White Avenue

• Plummer Hill Road

• Bellemore Drive

• Whisper Drive

Many reconstructed roads will initially receive binder pavement and remain through the winter to allow for settlement. Final wearing-course pavement, gravel shoulder backup, and driveway tie-ins will then be completed in 2027.

Roads where major underground work was completed in 2025 may receive final paving and driveway tie-ins during the 2026 construction season.

2025 Local Roads Program

All roadway work associated with the 2025 Local Roads Program has been completed, with the exception of final pavement and shoulder gravel associated with Greenfield Parkway near the bridge.

Pavement Maintenance and Preservation

Pavement Markings

The Tax Increment Financing (TIF) District has been re-striped. Remaining scheduled roadway striping throughout Bedford is being completed during the 2026 construction season.

Symbols and stop bars will be completed by Town of Bedford Highway staff.

Crack Sealing

The Town's 2026 crack-sealing program was completed by Indus at a total cost of $71,073.

The work included:

• 8.95 miles of roadway

• 35,343 pounds of crack-sealing material

• Approximately 17.67 tons of material

Fog Sealing

The Town intends to explore re-advertising a pavement-preservation fog-sealing program for the 2027 construction season.

Donald Street

The previously observed frost-heave area on Donald Street, between the Market Basket traffic circle and Sandstone Drive, did not reappear during the most recent winter.

Existing pavement patches remain in good condition. The Town will continue to monitor the area and may coordinate a future mill-and-inlay project with nearby roadway work, potentially in conjunction with the Old Bedford Road sidewalk project or future paving in the Pines neighborhood.

Traffic and Transportation

South River Road

The Town continues to evaluate traffic conditions along the South River Road corridor using data collected through the Miovision camera system.

This information will assist in evaluating existing conditions and potential future improvements, including impacts associated with the Market and Main property and future development within the corridor.

The Town is also exploring a trial of Opticom emergency-vehicle preemption technology.

Guardrail Program

A guardrail removal program was presented to the Highway Safety Committee in June.

Removal work began along portions of Beals Road in late June, with an additional location on Back River Road near Dunkin' completed in July.

New Roads and Development Projects

Aisling Lane

Aisling Lane, located off New Boston Road, has been curbed and paved to binder level.

Maintenance will remain the responsibility of the property owner until more than 75% of the homes have been constructed, the roadway has received final wearing-course pavement, and it has been formally accepted by the Town Council.

Boiling Kettle Way

Boiling Kettle Way, located off Indian Rock Road, has been constructed and binder paved.

Several final items associated with the bridge remain before it can be registered with the State of New Hampshire.

Indian Rock Road

Indian Rock Road has received final wearing-course pavement.

The required stormwater fee of $169,396.18 was received in December 2025. The developer subsequently submitted a request for formal roadway acceptance.

Town staff re-inspected the roadway in June 2026, and the roadway is anticipated to be presented to the Town Council for formal acceptance.

Rundlett Hill Cottages

A preconstruction meeting for the Rundlett Hill Cottages development was held July 15, 2026.

Earl Legacy Park Tennis Court Lighting

An RFP for lighting improvements at the Earl Legacy Park tennis courts was released July 20, 2026.

A required pre-bid meeting was held July 30, with five contractors in attendance.
